well unless you just want it as a ratio you need to know the distance traveled and the cost of gasoline.to find your answer as a ratio:
mpg of sedan = 32
mpg of van = 18
you can find out how much more efficient the sedan is by dividing the sedan's mpg by the van's mpg
32/18 = 1.777778
the van will use 1.777777778 gallons of gas for every gallon the sedan uses so it will cost that much more. so your answer is
the van will cost (1.777777778 x the price of gasoline for the sedan) - price of gasoline for the sedan

Van:

Sedan:
= (x + $0.40)(y/32)
= (xy + $0.40y)/32
Difference (if they take the van instead of the sedan):
= (xy + $0.40y)/18 - (xy + 0.40y)/32
= (16xy + $6.40y - 9xy - $3.60y)/288
= (7xy + $2.80y)/288 OR (7[xy + $0.40])/288
